A new law, the E-Commerce Act, passed in June last year, addresses such issues as the validity of digital signatures and electronic documents; it also makes hacking, releasing viruses and on-line piracy criminal offences. It was so comprehensive that a December study by United States-based management consultancy McConnell International of 52 countries' progress in updating cyber laws placed the Philippines first.
