Industry Partnerships to Combat Cyber Crime Take on Bold Agendas
Global Partners
“In a separate gathering, global security experts and firms
have joined forces to form the Partnership for Global Information Security,
a group describing itself as a ‘partnership between industry and
government leaders from around the world to address critical communications
and information sharing issues surrounding information security in a digital
economy’.
According to J.J. Disini of Disini & Disini Law Offices in the Philippines,
a member of the partnership and chairman of one of its working groups,
the group hopes to establish global mechanisms for standard-setting and
compliance certification. As a first step, the partners are determining
what other organizations are doing in the space and working so as not
to duplicate efforts.
‘I hope that the partnership can prove that an international group
of volunteers working through the use of new technologies can collaborate
effectively to address network-wide issues’, Disini says. He also
believes the partnership can be a template for tackling other network
issues, such as jurisdiction.
He believes that all security issues must be addressed globally, since
the network is globally accessible, and the network is only as strong
as its weakest link. The partnership is working with countries to harmonize
regulations so that cyber havens for criminals don’t exist.
Could it be that a brave new world exists for cyber law? Disini says that
cooperation is more important than ever. “
“Individual governments must understand that local regulations affecting
network-wide issues will inevitably compete with each other and depending
upon the situation, a country might find itself unduly compromised by
the weakness of its regulatory infrastructure. In this context, law and
public policy can no longer be viewed in isolation.”
